		<description>I am a little late on this subject gut in a lot of cities, there are ordinances where if you clear the spot, you have a right to it for a period of time - say 24-48 hours.  In cases like the storms we just had, it does take an amount of time and effort to clear a spot (even if it is public roadays) and it would only seem fair that for a limited amount of time a person would be able to claim on the spot for their efforts. 		<description>I have to park in the lot on Prospect and people will put chairs in cleaned out spots there.  That absolutely kills me.  If it&#039;s in front of your house that&#039;s one thing, but seriously?  A public lot?</description>
